WALK-IN PLAN APPROVAL

SERVICE TO BE DISCONTINUED

The Bureau of Occupational and Industrial Safety will end its long-standing practice of performing plan reviews for �walk-in� customers.  The reason for terminating this same-day plan approval service are to allow the plans review staff the time to receive training on the Uniform Construction Codes and the conversion of the customer waiting area in preparation for performing UCC services beginning in April.

 

Other plan review procedures will not be altered.  Projects will continue to be reviewed in the order in which they are received by mail.  Plans should be mailed to Building Section. Bureau of Occupational and Industrial Safety, Department of Labor and Industry, 1600 Labor and Industry Building, Harrisburg, PA 17120.


UNIFORM CONSTRUCION CODE

The Uniform Construction Code is planned to be published in the January issue of the Pennsylvania Bulletin.  This means municipalities will then opt in or out.   An effective date for the UCC could be as early as mid March or April 2004.  

                                               

YOUR ANNUAL H.B.A.A. MEMBERSHIP DUES AND YOUR TAXES   

Under the Omnibus Budget Reconciliation Act of 1993, lobbing expenses are not deductible for federal income tax purposes.  As this relates to associations, dues paid to associations will also be non-deductible to the extent of the association�s lobbying expenditures.  We are required to notify our members of the portion of their dues that is not deductible based upon these calculations.

 

Your annual dues payment to H.B.A.A. (Home Builders Association of the Alleghenies) are not deductible as charitable contributions for federal income tax purposes.  However dues payments may be deductible as ordinary and necessary business expenses subject to an exclusion for lobbying activity.  Because a portion of your dues is used for lobbying by the N.A.H.B. (National Association of Home Builders) and  P.B.A. (Pennsylvania Builders Association) $66.35 of your annual $260 dues is not deductible for income taxes.
