NOVEMBER 11 - 12, 2005 - STATE BOARD MEETING

  Dear Members:

             On November 11 and 12, 2005, Walt Brosius and myself attended the State Board Meeting in Hershey, Pennsylvania.  There are a number of issues which were discussed and voted on at said Meeting that will be beneficial to our Members. 

     1.         Health Insurance.  The Pennsylvania Builders Insurance Benefits Trust is in the process of finalizing a self insured health insurance plan that should result in significant savings to all of our Members.  The Pennsylvania Builders Insurance  Benefits Trust has already undertaken numerous steps to implement this Plan and at this time, they are waiting on final approvals from the State Insurance Commission.  If the Benefits Trust is successful in finalizing and implementing this Program, the Trust will be administering its own health insurance program and we will no longer be under the control and whims of Highmark. 

 Additionally, we will be able to have a Statewide Program that will allow the Member/Users of Western Pennsylvania to have much more competitive health insurance rates.  I have learned the Western Pennsylvania rates are the highest in the State. 

The anticipated time for approval of this Program is the first quarter of 2006.  If, in fact, the Program is finally approved by the State much more information will be  provided to each of you as Members.  The goal is to have the Plan approved and in operation prior to the July Highmark renewal time period.  At the moment, there are numerous health plans still available that may prove to be beneficial to your Company other than the ones you are aware of.  Please go to pbibt.com to look at rates, etc. This is the website for the Pennsylvania Builders Insurance Benefits Trust.  It is also important for you to know that USI Affinity, who is now our broker to sell health insurance products, has the ability to sell alternate programs other than Highmark just by asking and, accordingly, you need to call USI Affinity and ask them to provide you with quotes not only from Highmark but from other carriers servicing our area.  

    2.    The Pennsylvania Builders Association has established a new website called, pabuilders.org which is designed for all Members as a forum for all Members to place issues before the Members and to discuss same on line.  Please take advantage of the expertise of all Members by participating in the use of this website. 

    3.         At the State Meeting, a By-Law change was made that creates Affiliate Members who can be employees of a Member.  By employees being Affiliate Members, they will be able to reap many of the benefits that their Employer Member has.

   4.         Workers� Compensation.   The PBA�s Workers� Compensation Fund continues to grow and do well and we encourage you to inquire and obtain rate quotes for your company.  Participation in PBA�s Workers� Compensation Program should provide you with a savings in your workers� compensations costs and will benefit the local association.

     5.         The Pennsylvania Builders Benefits Trust will also have property and casualty and automobile insurance available in 2006 that is supposed to be very competitive in the market place.
