UNIFORM CONSTRUCTION CODE UPDATE

GENERAL ASSEMBLY AMEND THE CODE

 

SB1139 was signed by Governor Rendell on July 15th.  There is a summary of changes that impact residential repairs, remodeling, renovation and non-structural alterations.  Almost all the changes took effect immediately.  Note: SB1139 does not effect new residential construction, including additions.  They must continue to comply with all UCC and IRC requirements.

1.         Removes requirements of residential code for all repairs and all non-structural alterations.

2.         Removes recreational cabins and ALL agricultural buildings from the code requirements.

3.         Requires municipalities that wish to adopt the repairs and alterations requirements of the code in their area, to go though the same process as a municipality would go though to exceed the code, meaning there is a public comment provision.

4.         Says that municipalities that had adopted pre-1999 BOCA that have requirements that are more stringent than the IRC can keep those provisions and are not subject to removing the repairs and alterations.

5.         �Tiny� error in the rough lumber provision in that it only removes the requirement for commercial constructions, not residential.

6.         Smoke detector exemption was included.

7.         Exempts religious sects from the electrical requirements of the code for residential building and one-room school houses.

           

8.Allows municipalities to pass ordinances regulating the placement of natural cut trees.

            Requires the Department of Labor and Industry to establish procedures for waiving certification requirements for inspectors 
based on past years  
                                           experience of the application
