Mission Statement

The Home Builders Association of the Alleghenies, a non-profit association chartered in
1952, represents a network of builders, remodelers and related support industries. We
emphasize quality building, ethical business practices, political involvement and 
professional training for our members to create and promote a favorable climate for the 
construction industry. We strive to be an association worthy of the trust that
provides reputable construction resource for the community.


Code of Ethics

The HBAA 

 This Association shall operate for the benefit of home builders, remodelers, and persons, firms and corporations engaged in allied trade industries, business and professions in the county of Cambria and immediate surrounding areas. 

The objectives of this Association shall be: 

(a) To associate home builders operating within the above designated territorial jurisdiction for the purpose of mutual advantage and cooperation. 

(b) To seek cooperation among all branches of the home building and remodeling industries including manufacturers, dealers and financial institutions for the purpose of mutual advantage and for the benefit of industry as a whole.  

(c) To promulgate and enforce a code of ethics to maintain high professional standards and sound business practices among its members. 

(d) To secure cooperative action in advancing the common purpose of its members; uniformity and equity in business practices and ethics; and proper consideration of the opinion upon questions affecting the home building and remodeling industry within the jurisdiction of this Association. 

(e) To function as a local affiliated association of the Pennsylvania Builders Association and of the National Association of Home Builders of the United States within the above described territorial jurisdiction. 

(f) To assist the Officers, Board of Directors, and Membership Committee of the Pennsylvania Builders Association and the National Association of Home Builders of the United States in qualifying members operating within the above described territorial jurisdiction. 

(g) To assist in the accomplishment of the mutual objectives of the Pennsylvania Builders Association and the National Association of Home Builders of the United States. 

(h) To participate for the purpose of mutual benefit in the interchange of information and experience with all other local affiliated Associations of the Pennsylvania Builders Association and the National Association of Home Builders of the United States.

(i) To operate under a charter as a non-profit organization. 

(j) To comply with all laws, federal, state and local.  Members shall perform in a manner that is consistent with the standards of quality workmanship and materials as stated in the Contractor Quality Commitment program which was attested to, and signed by, each builder, developer, remodeler, sub contractor, Material Fabricators, and Material Suppliers of the association in order to promote and project a favorable, professional image of the building industry, and particularly, the Home Builders Association of the Alleghenies. 

Code of Ethics 

Sec. 1 - All members of this Association shall agree to observe and be bound by the following Code of Ethics:  

(a) Every member shall conduct their business such that every customer receives fair and equitable result from every transaction, so that an even greater share of our people may enjoy the benefits of home ownership.  

(b) Every member shall strive to attain quality of workmanship consistent with standards established for their trade.  They shall constantly seek to improve those standards to the end that all parties, customer, management, labor and supplier may receive just and proper reward. 

(c) No member shall make fraudulent statements, contracts or warranties, but shall comply with the rules and regulations as prescribed by law, to protect the health, safety and progress of the community.  

(d) Members shall not perform of cause to be performed any act which would tend to reflect, or bring into disrespect any part of the home building industry.  

Sec. 2 - Builders, Developers, Remodelers, Sub-Contractors, Material Fabricators and Material Suppliers shall sign the Contractor Quality Commitment (CQC) program and the C.Q.C. performance standards, and provide all required certificates and assurances prior to being accepted into membership. 

Sec. 3 - The C.Q.C. shall be administered by the H.B.A.A. in such a manner as prescribed by the board of directors.  The program is fully defined in separate documents, which shall be provided to all Builders, Developers, Remodelers, Subcontractors, Material Fabricators and Material Suppliers members.  This separate document known as the �Contractor Quality Commitment Program� is hereby incorporated into these by-laws, by reference, receipt of which must be acknowledge by the signature of each member of the association who is subject to its provisions. 

Sec. 4 - The C.Q.C. program is comprised of the following: 

(a) Application for membership and membership approval process; 

(b) C.Q.C. explanation of purpose; 

(c) A code of ethics and functions of the ethics committee; 

(d) A written consumer complaint resolution program, including forms, letters and processing; 

(e) Composition and functions of the Quality Inspection Team; 

(f) Policies and procedures concerning disciplinary action against members for non-compliance with the contractor quality commitment program; 

(g) Performance and warranty standards; 

Sec. 5 - Any member subject to the provisions of the contractor Quality Commitment program may be disciplined, censored, suspended or expelled, if such members fails to comply with the requirements and provisions of the Contractor Quality Commitment program, as outlined in its disciplinary provides. 

Sec. 6 - The Construction Quality Commitment is adopted solely for Administrative purposes of the Home Builders of the Alleghenies and its membership.  As an arbitration process it is not intended to be compulsory arbitration or to be a substitute for the judicial process under the laws of the Commonwealth of Pennsylvania.

O GOD, OUR FATHER, AS MEMBERS OF THE HOME BUILDERS ASSOCIATION, WE PRAY FOR STRENGTH TO KEEP INVIOLATE THE HIGH CODE OF ETHICS OF THIS ASSOCIATION.  KEEP US FROM EITHER FORGETTING OR IGNORING OUR PARAMOUNT RESPONSIBILITY TO OUR CUSTOMERS, OUR COMMUNITY AND OUR COUNTRY.  GIVE US THE COURAGE TO BE THOROUGHLY HONEST IN THE LIVING OF EACH DAY.  GIVE US RENEWED ENERGY AND VIGOR AS WE WORK FOR THE PRESERVATION OF THE FREE ENTERPRISE SYSTEM AND THE AMERICAN WAY OF LIFE.  KEEP US FIRM IN OUR PLEDGE TO PRESERVE THE RIGHTS AND FREEDOMS OF EVERY MAN... ABOVE ALL ELSE, O LORD, HELP US TO DO THY WILL THIS DAY AND EVERY DAY, AND TO MAKE THY WORK OUR WORK.
